David Kaspar blog and Torrent Freak has got some good insights as to what is Event ID 4226, in short M$ imposed a limit to the number of connections for WinXP SP2 and above for security reasons. There is an unofficial patch at LvlLord that increase the before 10 half-open connections to 50. And this really speeds your torrents.
